DHA Overview  

The Defense Health Agency (DHA) is a joint, integrated Combat Support Agency that enables the Army, Navy, and Air Force medical services to provide a medically ready force and a ready medical force to Combatant Commands during peacetime and wartime. Established to enhance the delivery of integrated, affordable, and high-quality health services, the DHA supports Military Health System (MHS) beneficiaries and drives the integration of clinical and business processes across the MHS. The agency plays a pivotal role in ensuring military personnel and their families receive comprehensive healthcare, thus maintaining operational readiness and overall force health protection.  

Position Overview

Pantheon is seeking a Configuration Manager for a major DHA Innovation Program. This role will be responsible for managing and maintaining the configuration management processes across all projects and workstreams. This role involves ensuring the integrity and consistency of project configurations, managing change control processes, and supporting the successful delivery of program goals and objectives. The Configuration Manager will work closely with the Program Manager, Project Managers, and cross-functional teams to ensure effective configuration management practices.

Responsibilities

  • Establishes and maintains configuration and data management policies and procedures to be utilized by program personnel and other participating functions.
  • Develop, implement, and maintain configuration management plans, policies, and procedures.
  • Manage and control the configuration of project deliverables, ensuring consistency and traceability.
  • Oversee the configuration management database or change board and ensure accurate recording of configuration items (CIs).
  • Coordinate and manage change control processes, including change requests, impact assessments, and approvals.
  • Conduct configuration audits and reviews to ensure compliance with configuration management policies and standards.
  • Collaborate with project managers, workstream leads, and other stakeholders to ensure alignment of configuration management activities with project goals.
  • Analyzes changes to product specifications to determine the effect on the end-product and determines and prepares documentation necessary for change control.
  • Operates configuration management tools to support configuration identification, control, reporting, and auditing.
  • Performs configuration management and release engineering tasks to ensure new configuration management baseline operating parameters are documented, comply with standard configurations, and are logistically sustainable.
  • Develop and maintain configuration management documentation, including configuration item records, baselines, and reports.
  • Provide training and support to project teams on configuration management processes and best practice.
  • Monitor and evaluate the effectiveness of configuration management activities and make recommendations for improvement.
  • Prepare and present configuration management reports, updates, and recommendations to senior leadership and other stakeholders.
  • Ensure compliance with relevant configuration management standards, policies, and guidelines.

Required Skills and Experience

  • Bachelor's degree in Information Technology, Computer Science, Engineering, or a related field.
  • Minimum of 5-7 years of experience in configuration management or a related role.
  • Proven experience developing and implementing configuration management plans and processes.
  • Strong knowledge of configuration management principles, methodologies, and tools (e.g., ITIL, CMMI).
  • Proficiency in configuration management tools and software (e.g., CMDB, Microsoft SCCM, Ansible).
  • Ability to use Jira, Confluence, and/ or SharePoint folder access for configuration, and data management processes.
  • Experience creating detailed reports and presenting information.
  • Competency in Microsoft applications including Word, Excel, Visio and Power-Point.
  • Exceptional analytical and conceptual thinking skills.
  • Excellent analytical and problem-solving skills.
  • Strong attention to detail and accuracy.
  • Exceptional communication and interpersonal skills.
  • Ability to work effectively with cross-functional teams and stakeholders at all levels.
  • Knowledge of project management principles and practices.

Preferred Skills and Experience  

  • Experience working within the Department of Defense (DoD) or government environment.
  • Experience with virtualization technologies (VMWare, Xen, OpenStack, VirtualBox).
  • Experience with automation and baselining of artifacts using a DevOps pipeline.
  • Experience with delivering and maintaining baselines across multiple networks and classifications levels.
  • Experience with digital health technologies and healthcare transformation.
  • Active DoD CAC or Active DoD Clearance.

Clearance Requirements:  

U.S. Citizenship with the ability to obtain and maintain a Public Trust    

Work Location:  

San Antonio, TX - Falls Church, VA -Remote  

*The Government reserves the right to change where this work will be performed, and light travel may be requested occasionally. Ideal cities and states with access to Government facilities are: Falls Church, VA, Washington, DC, San Antonio, TX, and Aurora, CO   

Compensation

The salary range for this position is $110,000 - $130,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
