Company Overview:

The Kenific Group, Inc. (KGI) is a private, small business based in the Washington, DC, area. KGI was founded in 2011, initially providing acquisition and supply chain management services to the U.S. Coast Guard. KGI has used this experience to expand our service offerings to other agencies within the Department of Homeland Security (DHS), the Department of Defense (DoD), and the U.S. Postal Service (USPS). Position Summary:

KGI is seeking a full-time, experienced PROGRAM MANAGER for the Department of Homeland Security (DHS). The primary purpose of the position is to provide highly sensitive Security Support Services, including but not limited to pre-screening, and investigative actions to determine the suitability, fitness, and security eligibility of individuals.


Primary Responsibilities:

  • Serve as the personnel security expert supervising the planning, execution, and oversight of the DHS security intake processing.
  • Manage a team of personnel security professionals, ensuring consistent delivery and compliance to support DHS mission, needs, and requirements.
  • Lead data, gap, and risk analysis, quality assurance, data entry and processing, and records management of personnel security background investigations.
  • Utilize the U.S. Office of Personnel Management (OPM) National Background Investigations Bureau's Electronic Questionnaires for Investigations Processing (E-QIP) system to grant access for applicants to submit security forms and process applicants through the security investigations.
  • Coordinate project tasks and schedules to ensure timely and accurate submissions of all required Personnel Security Division (PSD) Contractor Security Fitness Forms through the E-QIP system.
  • Provide guidance to the personnel security team to mitigate errors, ensure inconsistencies are resolved, and corrections are completed in compliance with DHS policies and legal requirements.
  • Develop deliverables utilizing the full functionalities of Microsoft Word, Microsoft PowerPoint, Microsoft Outlook, Microsoft Project, Microsoft Access, and Microsoft Excel.
  • Prepare weekly End of Day (EOD) Status Reports on the processing of candidates; keeping the Contracting Office Representatives (CORs) and stakeholders fully informed of the progress, issues, and their resolutions.
  • Manage and conduct comprehensive background investigations and re-investigations while adhering to U.S. Office of Personnel Management's (OPM's) suitability standards.
  • Utilize OPM Electronic Questionnaires for Investigations Processing (E-QIP) system to grant access for applicants to submit security forms and process applicants through the security process.
  • Perform data analysis, gap analysis, risk analysis, quality assurance, data entry, data processing and records management of personnel security background investigations.
  • Assist front-end security intake processing through receiving security documents for processing through a centralized system.
  • Assist back-end security intake processing through receiving and analyzing complete encrypted, password protected Contractor Security Fitness Forms.
  • Monitor the Integrated Security Management System (ISMS) daily to track the status of applicant background investigations.
  • Develop and deliver status reports briefing Government Contracting Officer Representatives (COR) and other stakeholders on the status of processing candidates.
  • Send email communications, make phone calls and coordinate meetings with the appropriate representatives to implement security requirements.
  • Assist receiving and coordinating Security entry and escort visitors for meetings. Performs other duties as assigned.

Education/Experience Requirements:

  • Juris Doctorate (J.D.) or Master's in Business Administration
  • Minimum of 10 years of management experience.
  • Minimum of five (5) years of IT program management support services experience.
  • Shall possess knowledge and expertise in project management, performance management, financial analysis, security support, human resources, and logistics management support services for IT program.
  • Strong oral and written communication skills.
  • Proficiency with Microsoft Office tools, including Outlook, PowerPoint, Excel, and Visio.

Certification:

  • PMP Certification required

Clearance:

  • U.S. citizenship required
  • Active Top Secret required with the ability to obtain SCI.
