Proposal Manager

Position Description:

• Responsible for managing the firm's proposal development and management process including the development, tracking, and administration of various DoD, DHS, and other federal agency proposals.
• Manage all the components of proposal documentation lifecycles, from solicitation release to proposal submission, including tracking solicitation amendments and changing requirements.
• Develop proposal outlines, schedules, and proposal review meetings.
• Develop compliance matrices for each solicitation.
• Leads the end-to-end process for developing large, complex and/or multiple proposals in parallel while exercising effective time management and expert attention to detail on complex bids.
• Create cover letters, templates, resumes, and charts, and graphics.
• Coordinate and edit technical inputs for grammar and clarity.
• Revise and improve technical content prepared by operations for bids.
• Adhere to all client requirements and compliance with requisite company format standards including, but not limited to, all government instructions pertaining to bid preparation and submission guidelines.
• Manage distribution of technical portions to authors and creating a consolidated technical approach section (desktop publishing).
• Interface with technical section authors in the writing, editing, and publication of various types of documents.
• Create technical descriptions of a solution, management organization structure and management plans, past-performance summaries, key employee resumes, management and technical processes and data calls to team members.

Required Skills/Experience:

• Bachelor's degree and five years of related education/experience providing hands on proposal development experience and proposal management experience.
• Strong knowledge of developing proposals in response to federal Request for Proposals (RFPs), Request for Quotations (RFQs), Requests for Information (RFIs), etc.
• Experience writing, editing, and formatting using Microsoft Office and Adobe PDF in the Federal Government contracting industry.
• Strong knowledge of developing proposals for major Indefinite delivery, indefinite quantity (IDIQ) including, but not limited to, One Acquisition Solution for Integrated Services (OASIS), Program Management, Administrative, Clerical and Technical Services (PACTS), and J6 Enterprise Technology Services (JETS).
• Ability to manage multiple proposals simultaneously and meet short timelines/deadlines and at times have the ability to work weekends and holidays to meet proposal deadlines.
• Excellent attention to detail as well as oral and written communication skills.
• Ability to prioritize and manage multiple tasks to meet aggressive deadlines.
• Strong analytical, problem solving, and decision-making capabilities.
• Ability to work independently and in a team environment.
• Microsoft Office Suite (expert level)
• Adobe Pro (expert level)

Security Clearance Level Required:

• Ability to obtain a secret security clearance
